Draft can capture intent. Final expects confirmation and reference.

4. Scope method
Choose time based scope and or object based scope. At least one must be selected.
5. Time based scope
Each row has automatic reference TB1, TB2 and so on. If Scrambling is Yes for any TB item, scrambling rules are mandatory.
